ブータンでは信号機がなく、警官が手旗信号をやっているんだとか。
W氏はこれ1つしか見ていないとのこと。
Google検索してみたところ、信号機が設置されたことはあっても、国王命令によりすぐ撤去されたんだとか……。

I heard that there are no traffic lights in Bhutan and police officers serve as traffic lights using hand signals.
This is the only 'traffic lights' he saw in the country.
